ADV. HILA KUGLER RAMOT

CHIEF EXECUTIVE OFFICER

Adv. Hila Kugler Ramot is the CEO of IJL. Hila is an established professional in the field of international law. Prior to assuming her role at IJL, she has served at the Deputy Attorney General (International Law) in the Israeli Ministry of Justice (2008-2023), first as an attorney at the Human Rights Law Division, then – leading the establishment of the Laws of Armed Conflict Division and directing the Division.

Within the Ministry of Justice, Hila has provided legal counsel on issues concerning human rights law, international criminal law, and the laws of armed conflict in policy-making, legislation, domestic and international litigation, and other international initiatives.

She has represented Israel in various international forums, including the UN Open Ended Working Group on reducing Space Threats (2023), the International Conference of the Red Cross and Red Crescent (2019), the Expert Group on the UN Standard Minimum Rules for the Treatment of Prisoners (Nelson Mandela Rules, 2014-2015). Her extensive experience includes representing Israel at the UN Council on Crime Prevention and Criminal Justice (CCPCJ 2011-2013), the Conference of the Parties to the UN Convention against Transnational Organized Crime (2012), Informal Working Group on Human Rights with the EU (2012), and the Committee on the Elimination of Discrimination against Women (CEDAW 2011).

As a lecturer at Reichman University’s Lauder School of Government (2018-2023), Hila taught undergraduate and graduate courses in international law, diplomacy, and globalization in both Hebrew and English.

Hila holds an LL.M. from the Hebrew University of Jerusalem, an LL.B. (with honors) and B.A. in Government, Diplomacy and Strategy both from Reichman University. She is currently pursuing her Ph.D. at the Hebrew University of Jerusalem’s Faculty of Law.
