JUSTICE - No. 78

84 No. 78 JUSTICE aniel Reisner was widely recognized as one of Israel’s leading Public International Law experts, a result of his 19-year career in government in this field, 10 years of which (1995-2004) he served as Head of the Israel Defense Force’s International Law Department. In that capacity, Daniel was the senior lawyer responsible for advising the Israeli leadership on a wide variety of international-law related issues. In addition, from 1994 onwards, Daniel served as a senior member of Israel’s peace delegations with both Jordan and the Palestinians, working in the triple role of negotiator, legal advisor and drafter. In this capacity, he advised Prime Ministers Rabin, Peres, Netanyahu, Barak and Sharon, and participated in all of the negotiation sessions and summits, including those in Amman, Wye River, Camp David and Taba. Following his retirement from government service, Daniel established his own law firm, dedicated to advising international clients, both governmental and private, in two highly specialized fields: the commercial and regulatory dimensions of largescale Defense and Homeland Security projects, and, more distinctively, a broad spectrum of public international law matters. Daniel merged his practice with Herzog Fox & Neeman in 2008, becoming a Partner and heading the firm’s Public International Law, Defence and Homeland Security division. Thanks to his broad professional background, and alongside his expertise in Public International Law, Daniel became recognized as a leading authority on Israel’s defense and regulatory frameworks. He specialized in advising and representing private clients in their dealings with the Ministry of Defense and other key regulatory bodies, offering strategic guidance across complex and sensitive governmental processes. Parallel to his professional career, Daniel also pursued an active academic path. He taught at three of Israel’s leading academic institutions, published articles on a wide range of subjects, and became a highly sought after lecturer and panelist in Israel and abroad. Concurrently, he continued to advise senior members of the Israeli government on a wide range of issues relating to the Middle East peace process and national security. Later he served as IJL Deputy President from 2018 to 2026. Daniel was cherished by his family and friends, admired by his colleagues, and respected even by his adversaries — whom he always treated with dignity, warmth, and humor. May his memory be a blessing. D In Memory of Daniel Reisner (1963–2026) An Exceptional Lawyer, Officer, Negotiator, and Friend to Many
