38 No. 65 JUSTICE The confusion of internet providers about what their labelling should be, highlights the point made earlier that combatting incitement to hatred is not their area of expertise. Relying on internet providers to resolve the incitement to hatred problems that their services have generated, is relying on the wrong entities. Legislation needs not only to create standards, but also establish expert implementation mechanisms that provide due process. Internet expertise and incitement to hatred expertise are different. It is a mistake to turn to one for the other. The problem of incitement to hatred that the internet has created, can only reasonably be addressed by those who know the problem. One would hope for cooperation from those who created the problem. However, to rely on those who created the problem to devise the expertise to solve the problem on their own is expecting too much. Conclusion The ethical, digital and legal implications for combating antisemitism in the coronavirus era is a subset of a larger topic of the ethical, digital and legal implications for combating hate speech in the coronavirus era. To be sure, in addressing that larger topic, each form of hatred, including antisemitism, deserves special consideration and, in light of the varied nature of hate speech, differential responses. However, the coronavirus era is new in various ways and the larger topic itself has not been adequately addressed. In keeping our eye on the evolution of the larger topic, we must remember that whether we are dealing with ethical or digital legal matters, one remedy does not fit all in exactly the same way. Different types of hate speech require different specific responses, even when the umbrella under which all responses are assumed is the same.
